- Board of Trustees - The system is governed by a 15-member Board of Trustees appointed by the Minnesota Governor 和 confirmed by the senate (明尼苏达州法规第136F条.02 和 136F.06).
- System Chancellor - The Chancellor is appointed by the Board of Trustees to serve as the chief administrator, with powers 和 duties as delegated by the Board. Under laws 和 statutes of the state of Minnesota 和 regulations of Minnesota Management 和 Budget, 明尼苏达州 system policies 和 procedures ensure system institutions operate with integrity in financial, 学术, 人力资源, 辅助活动(明尼苏达州法规第136F条.07).
- College 和 University 总统s - 明尼苏达州 college or university presidents are appointed by the board upon recommendation of the chancellor to serve as the executive officer. 总统s report to the system chancellor (明尼苏达州董事会政策.2总统的任命).

在制度层面, M State utilizes the 总统顾问委员会s to stay connected to regional leaders 和 needs. The Advisory Councils provide direct 和 meaningful input on strategies 和 opportunities for collaboration to help build strong, 受过教育的, inclusive 和 vibrant communities. The councils meet biannually 和 include more than 75 representatives from business 和 industry, 社区机构, 和 secondary 和 postsecondary education. Each M State campus community has representation on the councils.
